How do judges on America’s Got Talent decide when to hit The Golden Buzzer?

On tv shows namely the America’s got talent tv show or Britain’s got talent tv show, how do they decide when to hit the golden buzzer. This buzzer is only pressed for remarkable acts and LOADS of confetti and glitter falls down and balloons fly everywhere it’s a bit like an exploding piñata that goes on forever.

Do they have to seek consent by Simon Cowell beforehand or are they free to just hit it if a performance spoke to them on a spiritual level?

I imagine it's the crowd behind them. The crowd goes crazy and the producers of the show have installed multiple audio sensors across the auditorium which pick up for a greater unified applause or something to that effect. Then the judges put on this fake smile and hit the golden buzzer. This is usually preceded the judges giving a non interested and disdainful interview of the contestant as though the person on stage is overexcited and overrating their own to be performance. Then the contestant does a surprisingly good performance which riles up the crowd and then the judges are forced to start smiling.
